When a server is upgraded by the autoscaler, the downscale is planned 24 hours later.

Usually this is the worst time to downgrade because you'll probably downgrade during the next rush hour. Additionally there is always some downtime involved. Ideally you want to downgrade at low traffic times so visitors are not interrupted in their visit.

Request for change: have a config setting where we can set a specific timeframe for autoscaler downgrades.
